A presentation that reviews the state requirements for professionals when reporting Substance Exposed Newborns to the Department of Child Safety Child Abuse Hotline and related information.

Joyce Morgan is a social worker with over 25 years’ experience in the field. She has been employed for the last two years at Banner University Medical Center as a Senior Manager in the Care Coordination Department. Her areas of expertise include children & families, adolescents, juvenile delinquency, and crisis services. Joyce holds two licenses under the Arizona Board of Behavioral Health, as a Licensed Clinical Social Worker and a Licensed Independent Substance Abuse Counselor. Joyce has a passion for providing supportive services for children and families.

Rubi Velazquez is an employee with the Department of Child Safety (DCS) currently occupying a Liaison position at Banner University Medical Center. She has been employed with DCS for almost four years and has a well round experience working as an investigator, in-home specialist and ongoing specialist. Prior to her employment she completed an Internship with the Department, where she diligently supported field workers and families involved in the system. She is passionate about working with disadvantaged families and advocating for social justice. Compassion, empathy and commitment are her greater strengths, frequently used to empower families.
